Fred Kuster
Formerly Director, Research & Engineering at Naval Air Warfare Center, Lakehurst, NJ, Fred has over 37 years experience in Naval Aviation programs
and understands first-hand the BRAC transition challenges. Fred led the NAVAIR Lakehurst BRAC 05 team as well as provided a key role in the Joint Base
concept development that resulted in the combination of McGuire AFB / Fort Dix / NAES Lakehurst into Joint Base New Jersey. Earlier in his career, Fred
helped transition his organization at Naval Air Warfare Center, Warminster, PA to Naval Air Warfare Center, Patuxent River, MD as a result the BRAC 95
closure. Fred is Vice President, Northeast Region.

Charlie Mink
Over 25 years experience in Facilities Management and Engineering, Charlie led his department through three commercial activities studies and two
major reorganizations. He provided key leadership roles during three BRAC rounds including support of the transition of NAES Lakehurst to a Joint Base
New Jersey.
